The law punished both the woman who underwent the abortion and the doctors and midwives performing it, as well as other 'accomplices' like pharmacists. In 1923, the law was reinforced to ban publicity for abortion, abortive drugs, and persons performing abortions. Despite the strict language of the law, very few prosecutions took place. On the contrary, the practice of abortion in Belgium prospered (Celis 1996:218).
In opposition, the Social Democrats presented themselves as a political party or Lager interested in the reform and modernization of society. The Social Democratic women's and youth organizations started campaigning once again for liberalizing the abortion law, and by 1969 the party programme included this demand. The Austrian Social Democratic party won the 1970 national elections and formed a single-party government. The new government brought forward a proposal on abortion law reform prompting another policy debate.
Movement activists devoted a great deal of attention to maintaining laws that permitted abortion on demand. However, this increased activism by feminists organized around the abortion issue led to a split between the two wings of the feminist organization over tactics: the more radical branch favoured more spontaneous, sometimes also illegal, activities organized through autonomous feminist groups, while the moderate wing sought to work through conventional channels. There was also a division of labour between the two feminist wings.
